Group dependabot github-action update PRs, delete dead docker updates (#8044) Dependabot now supports [grouping dependencies](https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuration-options-for-the-dependabot.yml-file#groups) into one PR instead of one per dependency. Group github-action updates into one PR. Make github-actions update weekly instead of daily. Remove docker since it was removed in #4822 This means a PR like https://github.com/flutter/packages/pull/7813 will instead be grouped into one. These packages are also available on pub.
Please file any issues, bugs, or feature requests in the main flutter repo. Issues pertaining to this repository are labeled “package”.
If you wish to contribute a new package to the Flutter ecosystem, please see the documentation for developing packages. You can store your package source code in any GitHub repository (the present repo is only intended for packages developed by the core Flutter team). Once your package is ready you can publish to the pub repository.
