  "message": "Bring up new Windows test targets (#4311)\n\nUses the new generic plugins recipe to add a number of new Windows tests\r\nthat have recently gained tool support, but not yet added to the LUCI\r\nbuilds:\r\n- New targets:\r\n  - The \"build all plugins\" test (master and stable)\r\n  - UWP build tests (master only, since UWP is not on stable yet)\r\n  - Tool tests (master only with existing tool tests on Linux)\r\n  - Replacement versions of the existing builders but with names that\r\n    match the Cirrus naming to make the parallels in testing easier\r\n    to understand in the GitHub UI and configs.\r\n- Modification of existing targets:\r\n  - Adds Windows native unit tests to the existing script.",
