Use the --plugins option to speed up PR travis build/test (#127) * Use the --plugins option to speed up PR travis build/test * Actually add the travis_setup script * Set the right permissions * Remove setup script which is useless. Fix logic for not touching any package files * Unary op error fixed * Output which packages we are running for as well * Test new script * Fix issues and test locally * Ready for final review
