Restrict summary markdown to 3900 chars + line seps. The max summary markdown len is 4000 bytes, we are restricting the maximum output to 3900 to ensure there is space for additional things added to the markdown by LUCI. The script branch_recipes.py is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:
