Retry checkout step Checkout step has been failing frequently: 50 times for the past two weeks (https://dashboards.corp.google.com/edit/_86be3ce7_a890_489a_bb82_7158807533d6). This CL is to auto retry checkout step when failing. The script branch_recipes.py is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:
$ ./branch_recipes.py --help
