Revert "Use doctor instead of update packages for devicelab tests." This reverts commit d3098a9056d6b66921389998f82c92bdb6e4ecda. Reason for revert: flutter update-packages is still required for linux_flutter_test_performance and linux_analyzer_benchmark. The script branch_recipes.py
is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:
