Remove tag and ref when uploading package to cipd.

The workflow is to (pre-submit) build/upload device_doctor package to cipd without any refs/tags.

Since we are in short of capacity in try pool at this moment, the recipe will only test building/uploading the package. When capacity is availabe, we need to update the recipe to include testing logic for device healthcheck, dimensions validation, recovery, etc.

Tags/refs will be applied via a prod bot for post-submit only.

The script branch_recipes.py is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:
