Promote child build summary to parent build to improve build presentation

This is to propagate subbuild summaries to the parent build's summary_markdown. With this change, build page will show exact failure summary if caused by subbuild, and it also makes it possible to filter out SDK failed builds caused by subbuilds.

This CL updates the `display_builds` function only, since flutter is not calling `display_tasks` at this momoment.

This repository contains Flutter's LUCI recipes. For the LUCI infrastructure config, see flutter/infra on GitHub. Actual builds can be seen at ci.chromium.org.

Recipe Branching for Releases

The script branch_recipes.py is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:

$ ./branch_recipes.py --help
