explicitly use python2 for treemap script

I mistakenly cherrypicked a change to go from api.python() to explicitly using python3. When I tried to revert it, it seems the api.python module has been migrated to python3, so explicitly invoke python2 binary.

Recipe Branching for Releases

The script branch_recipes.py is used to generate new copies of the LUCI recipes for a beta release. See Recipe Branching for Releases for more information. For usage:

$ ./branch_recipes.py --help
