test: Add consistency checks for the `PNG_LIBPNG_VER*` numbers

Trigger a compile-time error in pngtest.c if there is any disagreement
among `PNG_LIBPNG_VER`, `PNG_LIBPNG_VER_MAJOR`, `PNG_LIBPNG_VER_MINOR`,
etc.
