  <var class="Ar" title="Ar">comment</var> is
  <code class="Dv" title="Dv">NULL</code> and
  <var class="Ar" title="Ar">len</var> is 0, the file comment will be removed.
  The <var class="Ar" title="Ar">flags</var> argument can be any of:
