Moved the StackProfileTracker to the ProtoIncrementalState

This is effectively an index on top of interned sequence state,
and currently breaks if multiple sequences supply their own
Mapping/Frame/Callstack data.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
