Merged proto: Add TracingServiceState to merged protos

Today TracingServiceState is pulled only by consumer_port.proto.
Because of this, it's not reached by neither the merged config
proto nor the merged trace proto.
Add as a root in gen_merged_protos

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
