TrackEvent: Add configuration for TrackEvent

Make it possible to configure the TrackEvent data source, i.e., to
select which categories to enable while tracing. This patch only adds basic
enabled and disabled category lists with pattern matching. Multiple categories
and tags will come later.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
