Minor fixes to IPC proto and build files

Minor cleanups to make next CLs esier to review.
This CL mainly makes the IPC target more consistent with the
other proto-based target using the perfetto_proto_library template.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
