bazel: add indirection layer for public visibility

This allows us to have a different notion of "public" in the internal
Google tree where we want to have control over who is depending on us.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
