[metrics]: Add android_anomaly metric

For now, this only has a serial binder txn aggregation to identify
high frequency incoming and outgoing transactions from processes.

This is currently intended for lab runs.

Test: tools/diff_test_trace_processor.py out/android/trace_processor_shell --name-filter '.*anomaly_metric.*'
