Filter frames preceding app launches for hsc-based metrics Some traces contains frames from before an app is killed and relaunched in the Crystalball hsc-based app launch latency tests. This CL changes these metrics to ignore frames that occur before application start. Test: Ran on known bad trace. Bug: 155570936 Change-Id: If8270b191f27f3831de4eeb304ceab7bca8feb13
