stdlib: Bring .sql to parity with .py Wattson

Add calculations and grouping so that there is an estimation for each
division of hardware on the CPU subsystem, such as the L3 cache and the
different CPU clusters.

Test: tools/diff_test_trace_processor.py out/linux/trace_processor_shell --name-filter '.*wattson.*'
