Use protobuf from the system if requested

Required for ChromeOS since we have our own protobuf (v3.7).

Also, tested standalone on debian by installing following packages:
libprotoc-dev libprotozero-dev libprotobuf-c-dev protobuf-compiler

Tested with following GN args:
target_os = "linux"
is_debug = false
perfetto_use_system_protobuf = true

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
