Roll clang, libcxx, ninja, gn To catch up with chromium versions. - Remove stale semicolons detected by the newer version of clang. - Update few scripts to match stricter gn requirements around source set assignment. Test: builds and runs tests Change-Id: I93d5d895d162b7d4042e77583dc819e8ce45a566
