Content-type for wasm files in tools/dev_server

Configures the 'tools/dev_server' to deliver wasm files with the
appropriate 'application/wasm' header. This avoids the fallback
path in the Perfetto UI app.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
