cts: add perf profiler e2e tests for apps

The test apps now have an additional activity that
busy-waits (as we're looking to sample it).

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
