Infra: allow curl to follow redirects

Turns out GitHub every now and then can issue redirects to
offload servers. By default curl doesn't follow them.
This is a follow up to aosp/1310725 which switched to curl.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
