Add enum for step parameter of LatencyInfo.Flow

One value added per each unique string that has been used as an argument
value for "step" argument of "LatencyInfo.Flow" messages.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
