perfetto: allow building metrics protos in Java using Android

This unblocks work integrating Perfetto into tradefed.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
