Revert "build: Proxy public deps of libperfetto in noop copy for Chrome"

This reverts commit 0a0e133b7b764f1bb53c8c6c979866a39b7cb49c.

Reason for revert: breaks gn check in chrome.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
