ui: Move ChromeScrollJank plugin to /plugins

- Move ChromeScrollJank plugin from /core_plugins to /plugins.
- Fix the plugin name prefix from 'perfetto.' to 'org.chromium.' to
  match the naming conventions of non-core plugins.

Note: This does mean that any users with this plugin enabled will have
to re-enable it after the name change.
