build: Don't propagate public_configs of proto_library targets

Adds the propagate_imports_configs argument we landed [1] for Chrome's
proto_library template to perfetto & disables propagation for
perfetto's proto_libraries. Instead, the gen directory is propagated
via //gn:public_config.
