base: GCC 7.1 compatibility fix

This patch works around a bug in GCC 7.1 where the compiler failes to
generate a noexcept move constructor operator for Subprocess::Args
("function 'Subprocess::Subprocess(Subprocess&&)' defaulted on its
redeclaration with an exception-specification that differs from the
implicit exception-specification").

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
