ui: Improve router args parsing
1. Parse repeated search params in URL as arrays:
E.g.
?foo=bar&foo=baz -> {foo: ['bar', 'baz']}
2. Parse params with no value as boolean true
E.g.
?foo&bar -> {foo: true, bar: true}
