[roll] Merge upstream/master into main

Following the instructions from README.fuchsia.md, this rolls the
various include/rapidjson/* files from ToT rapidjson into the 3p clone.
The changes included are:

- Merging the pointer arithmetic fix found by hwasan+ubsan
- Update the link and revision in README.fuchsia.md
- Update BUILD.gn to include 2 new headers
- Other changes in between now and the last time we rolled
